The government is developing a roadmap for improving Bulgaria's pension system, which will include measures aimed at mandatory and supplementary pension insurance, the Minister of Labor and Social Policy announced in response to a parliamentary question. The roadmap will be presented after the budget procedure is completed before the National Assembly, he added.
Another measure in the roadmap will be to tackle the abuse of disability pensions. First of all, it should be borne in mind that disability pensions are granted on the basis of an expert decision issued by the TELC. This decision also gives a number of other rights to citizens - tax breaks, exemption from paying the vignette fee, etc., the minister reminds.
The system of medical expertise is within the competence of the Minister of Health, with whom we have started working to improve the quality of medical expertise and control over it, says Gutsanov. He believes that if there are abuses that lead to the unlawful use of rights, all institutions should join forces to minimize the "false" decisions from the TELK and NELK and sick leaves. Regarding the deficit in the State Social Security, the minister points out that since 2000, the revenues received by the State Social Security budget have been less than the expenses. For this reason, each year it provides for receiving an additional transfer from the state budget to cover the shortage of funds. Before 2015, this transfer amounted to 4.476 billion leva, in 2019 it decreased to 3.624 billion leva, and for 2024 it is already nearly 11 billion leva. For this year, the additional money from the budget amounts to 11.705 billion leva, according to the data of the National Social Security Institute.
The forecasts are for the State Social Security funds to remain dependent on the state budget in the future, the Social Minister points out, petel.bg writes.
The main reason for the financial instability of the DOO is demographic processes. The population is aging, people of working age are decreasing at the expense of those of super-working age.
